CTSRR = Rookie Fireman = Water At Sublette.
A rookie fireman trying to get water in the tender of 463.

I think he got confused and thought the water spout was a horse. Don't get upset cuz everybody has to learn.
He figured it out = You got to pull the handle all the way for the water to get started.

I have had folks contact me saying it is Scott Gibbs.
YES they are right it is Scott Gibbs. Best I can figure he now has 3 jobs at the CTSRR = President, General Manager & Rookie Fireman.
