Operation Question

I have noticed while watching the departures from Chama that the locomotive has been stopping near the water tank. I can't see if they are using the tank to wash the coal or if it is a brake test. I remember them washing the coal but always after coaling up and before coupling to the train. I also recall them doing a running brake test while departing. If anyone can let me know why the train is stopping, I would appreciate it.

The pipe feeding the cistern for the Cumbres water spout has a break or blockage. The engines have to go all the way to Los Pinos
to take on water. The railroad wants to make sure the engines will have enough water to make it to Los Pinos.
The railroad is waiting on a permit from the forest service to start repairs.
