Structure's Function Question?

I received a question from a friend concerning the pipe structure outlined by the ash pit.
It has been there for years and can someone give it's history and purpose.

Part of the structure is a light over the ash-pit. The rest might be part of the washer, but I'm not sure.

Thanks, Jason. It's one of those things you see all the time when in the yard but has never to my knowledge been discussed. It's interesting how the base goes into and under the tipple dump track.
