White Flag Locomotive!

I see that they have placed white flags on the 489 - looks like an extra train tonight. My understanding is that white flags are on trains which run without timetable authority. Maybe one of you guys can further explain this to me. Thanks!

As far as I know, John, white flags go on any train that is not on a published schedule. I don't know if it just applies to passenger trains, or any train, but that's what they mean I believe.

I thought that was it but was not sure. It caught my attention when one of the crew came over to the 489 on the coal track waving two white flags - and then climbed up and placed them on the front each side of the headlight.
