Golden Eagle Below is why I am guessing this is a young Golden Eagle.

The Golden Eagle is one of the largest, fastest, nimblest raptors in North America. Lustrous gold feathers gleam on the back of its head and neck. The Rough-legged Hawk, the Ferruginous Hawk, and the Golden Eagle are the only American hawks to have legs feathered all the way to the toes.
