Never a need to apologize for asking a question around here, Lynn. We're all Friends.
Back in the day when Brakemen were required for manually braking trains, the Head Brakemen would ride there so he could keep an eye on the train, be in position to apply brakes, and stay out of the weather.
They are not used today and are maintained merely for historic appearance. Although, I'd pay extra to ride up there if they'd let me.
